Dolores is being modded, yes - written by florahart - but she's in hiding and being creepy and doing lots of nefarious plotting. You should read some of her posts (http://community.livejournal.com/road_ahead/tag/dolores+umbridge). She's creepy as hell, and it is awesome.
And ooh, that sounds like a very interesting take on Gilderoy. If he was reasonably well-functioning and could fit in with the whole 'everyday life' bit of the post-DH world, like trying to readjust to society and the changes and finding ways to turn it to his advantage, or whatever, I'm sure he'd be very welcome.
