even though many films are based on beloved classics like JK's, film making is still a business. maybe Judi Dench was asked, but she didn't want the part. or, she had prior commitments.
actors like her can pick and choose their parts. others, they go by what is written in the script, or if the film itself is commercially viable. (hence why being IN a film like this is good for your resume, even if you don't have any lines). maybe she didn't like what was written (a script for HP, no matter how well-written, isn't Oscar Wilde). and, this actress, Finch, was in a nonspeaking role in the Half Blood Prince.
having 1000 roles on their film roster isn't proof they're a good actor, either. it just means they haven't worked a lot, commercially. or, if she has, it's been voice work. maybe she's done a great deal of theater work- Gary Oldman work in theater exclusively for 10 years before going into movies.
in most of the films you see, you rarely see the "first choice".
